When the President's Math Commission Report of 2008 referred to "a lack of ease of operations" regarding algebra readiness, it was quietly circumventing a simpler word: arithmetic.
Before the 1960s, when the United States was ranked number one in the world in education, it was the repetition and reinforcement of math facts, the basic building blocks of arithmetic, that gave students an easy path into algebra. Students knew their operations cold, and that fluency carried them forward.
A cumbersome new approach
Our own "new math" program offered a far more cumbersome approach, one that made it clear to parents that their own knowledge of arithmetic might not help their children with homework. That shift, away from something parents understood and could reinforce at home, was itself a warning sign. It was this new approach that slowed the transition to algebra among elementary students, a slide that continued from the 1960s all the way to 2008, when the commission's report was finally issued.

Teachers filled the gap themselves

I did it myself, back when the practice was actively discouraged in new math programs during the 1960s. And teachers were still doing the same thing in 2018, in a new math program where it remained officially forbidden.
A pattern that never really stopped
From the 1960s to 2018, the same quiet workaround shows up again and again: teachers slipping number facts back into instruction, regardless of what the official program allowed. That consistency, across sixty years, is itself evidence of where the real expertise in the classroom has always lived.
Knowing the tables is not the same as knowing arithmetic
Simply knowing that multiplication tables exist gives elementary math students some assistance, but it does not offer the same confidence and competence that a full traditional arithmetic program builds. It was that deeper efficiency, not just the tables themselves, that most likely gave students the confidence to move on to algebra, back before new math was introduced into school systems across the United States.
That is the piece the "ease of operations" language never quite said out loud. A report willing to name arithmetic directly, and to recommend its return with the same confidence with which new math was once introduced, would have done more for students than a phrase built to avoid the word entirely.
